NRI Institute of Technology – Service Rules

Introduction

The Founders of M.N.K. Educational Society in Visadala Village, Medikonduru Mandal of Guntur District, committed to excellence, established the NRI Institute of Technology in Gundlapalem (V), Visadala Post, Medikonduru Mandal of Guntur District.

NRIIT is approved by AICTE and permanently affiliated with JNTUK, Kakinada. The Institute boasts state-of-the-art facilities, a well-built infrastructure, and a serene, lush green, naturally landscaped sprawling campus far from the hustle and bustle of the town, providing a congenial environment for learning.

NRIIT aims at establishing academic credibility as an institution offering dynamic UG and PG engineering programs, Industry Interface, Research, and Consultancy.

Policy Objective

The primary goal of this policy is to inspire missionary enthusiasm and retain qualified and competent staff in all disciplines, with the ultimate goal of providing quality education in engineering, technology, and management.

These service conditions are meant to encourage employees to take true interest and pride in the Institute and its success and to apply their best abilities in fulfilling their assigned tasks.

Professional Development

The Institute intends to encourage its personnel to enhance their professional qualifications in order to keep up with the changing demands of engineering education, as well as to grow in their capacities to serve the Institution.

It also seeks to properly analyze, recognize, and reward excellent performance. The service conditions are framed with this objective in mind and shall be reviewed periodically for necessary improvements.

Applicability of Service Rules

These service standards concern only regular employees who are employed on the rolls of the Institute on a continuing basis.

Personnel engaged on temporary, ad-hoc, contractual, or part-time basis for a specific purpose or period are not covered under these rules, except to the extent mentioned in their appointment letters or agreements. These rules also do not apply to daily wage or contract laborers.
Authority

In exercise of powers conferred by the Articles of the Society, the Management / Governing Body of the M.N.K. Educational Society has framed these rules and regulations for the administration of the Institution.

Definitions

“Society” means MNK Educational Society.

“Management” means the Governing Body of the Society.

“Employee” means a regular employee employed by MNK Educational Society.

“Salary” means Basic Pay, Dearness Allowance and other allowances, if any, wherever applicable, or consolidated pay without any allowances payable to an employee.

“Service” includes the period during which an employee is on duty as well as on leave duly authorized by the Management, but does not include any period during which an employee is absent without salary.

Disciplinary & Appellate Authorities

Disciplinary Authority: The Secretary is the disciplinary authority for all the employees employed in the Institutions.

Appellate Authority: Where the disciplinary authority is exercised by the Secretary, the Management Committee along with the Secretary shall constitute the Appellate Authority. In all other cases, the Secretary shall be the Appellate Authority.

Enquiry Officer: The Enquiry Officer is the person or committee appointed by the disciplinary authority to enquire into the charges levied against an employee of the Institution.

Power to Implement and Amend the Rules

The Management has the authority to adopt, implement, or change the rules and regulations and is authorized to issue administrative instructions or orders necessary to give effect to and carry out the terms of these rules.

The Management shall have full right, liberty, and authority to withdraw, modify, amend, alter, repeal, or replace, at its sole discretion, any or all of the rules stated herein or any other rules and regulations framed and implemented from time to time.

Classification of Employees

The employees of the Institution shall be classified as follows:

The employees are further classified as follows:

a) Regular Employee:
A Regular Employee refers to a qualified individual appointed against a regular post who has successfully completed the prescribed probationary period of two (2) years and whose regular service has been confirmed and verified in writing by the Management.

b) Probationary Employee:
A Probationary Employee is a person appointed temporarily with a view to being considered for permanent employment in the Institute. The duration of probation shall be specified in the letter of appointment and may be extended at the discretion of the Management.

Prior to confirmation, the probationer’s work and conduct shall be objectively reviewed and evaluated in the prescribed format by the Head of the Department (HOD) or the Principal, who shall recommend whether the probation is to be confirmed, extended, or terminated, if found unsuitable.

c) Contract Staff:
Staff employed on contract with the Institute fall under this category. Their service conditions, including tenure and any probationary period, shall be governed by mutual agreement between the employee and the Institute.

d) Temporary / Ad-hoc Employees:
Temporary or Ad-hoc Employees are those appointed for work of a purely temporary nature or to meet a temporary increase in workload, or to fill in for permanent or probationary employees who are temporarily absent due to any reason, including those permitted by the Institute to pursue higher or advanced studies.

Notwithstanding anything stated in these rules and regulations, the Management reserves the right to engage personnel on a temporary basis, consolidated pay, daily wage, or contract basis to meet organizational requirements whenever and wherever circumstances so justify.

Employment of Near Relatives

As a general rule, the MNK Educational Society avoids employing two or more members of the same family or close relatives. Any exception to this policy shall require prior approval of the Governing Body and shall normally be permitted only when no other equally competent individual is available.

Age

The age of appointment and continuation in service shall be governed by AICTE / UGC norms, as applicable from time to time.

Joining Formalities

At the time of joining, every newly appointed employee shall submit the following documents to the Principal’s Office:

Probation

Employees appointed directly to regular posts under the control of the Management shall be placed on probation for a period of two (2) years.

The probationary period shall automatically stand extended until orders of confirmation or otherwise are issued in writing by the Management.

During the probationary period, the services of an employee may be terminated by either party by giving one month’s notice in writing or one month’s salary in lieu thereof.

Resignation and Termination

After confirmation, if an employee intends to resign from service, he/she shall give two months’ notice in writing or pay two months’ salary in lieu thereof.

The Management shall likewise be competent, at its discretion, to terminate the services of any confirmed employee by giving one month’s notice or one month’s salary in lieu of notice.

The Management shall also have the authority to terminate the services of an employee, with three months’ written notice or salary in lieu thereof, in the event of closure of the Institution, reduction in the number of sections of a class, or discontinuation of any teaching subject.

Further, the Management is authorized to terminate the services of an employee if the employee is found unable to perform his or her official duties or is guilty of misconduct in the course of employment. In such cases, one month’s notice or salary in lieu thereof shall be given.

Retirement

Every employee shall retire from service on attaining the age of superannuation, which shall be 65 years for teaching personnel and 62 years for non-teaching personnel.

Provided that the Management may, in the best interests of the Institution, extend the service of an employee for such period as it deems fit, based on the employee’s physical and mental fitness.

Working Hours, Holidays and Vacation

The Institute shall determine and notify the working hours of employees from time to time, based on work and service requirements, the academic obligations towards students, and other administrative exigencies.

Holidays declared as National or Festival holidays shall be observed by the Institute as and when announced. Employees who are required and informed in advance to work on such holidays shall be granted compensatory leave, subject to the convenience and requirements of the Institute.

Attendance and Punctuality

Employees are expected to report to their respective allotted places of work punctually on every working day and remain present for duty during prescribed working hours.

Attendance on all working days is mandatory, except on days for which leave has been duly authorized by the competent authority.

Every employee has an important role in ensuring the smooth conduct of academic activities, maintenance of discipline, and efficient functioning of the Institute.

Service Records

The service records of employees shall be maintained by the Administration Department and shall be used strictly for official and legitimate purposes of the Institute.

The Administration Department shall ensure that all employment-related information is maintained with strict confidentiality.

Employee-related information shall be disclosed to external agencies only when required by law, when the request is considered legitimate by the Institute, or when the employee has specifically requested such disclosure for reference or verification purposes.

Performance Appraisals

The Institute shall implement a system of annual performance appraisal for all employees on a regular basis.

The primary objective of the appraisal system is to systematically evaluate employee performance, enabling the Institute to assess the employee’s capabilities at any given time without the need for informal or oral enquiries.

The performance appraisal report shall have a significant bearing on the following matters:

In the case of probationers, performance appraisal reports are mandatory for confirmation of service. Periodic appraisals shall be conducted, and any deficiencies observed shall be communicated to the employee for necessary corrective action.

Discipline

a) Every employee is expected to maintain a high standard of discipline in accordance with the policies of the Institute in force from time to time. Failure to do so shall render the employee liable for appropriate disciplinary action. Every employee shall take all possible steps to protect the interests of the Institute and shall perform his/her duties with utmost integrity, honesty, devotion, and diligence.

b) Every employee shall maintain courtesy and professionalism in all interactions with fellow employees, students, parents of students, suppliers, and all other persons having dealings with the Institute.

c) Every employee shall strive to impart quality education to students, enabling them to develop expertise in their respective fields and to groom them to adapt to professional environments requiring leadership qualities, positive attitudes, loyalty, and integrity towards the organization in which they may be employed.

d) Every employee shall actively contribute to the holistic development of students by fostering values such as discipline, responsibility, adaptability, and commitment, thereby preparing them to function effectively in diverse professional and organizational environments.

Liability to Abide by the Rules and Regulations

Every employee shall conform to and abide by the rules and regulations of the Institute and shall observe, comply with, and obey all lawful orders and directions issued by the Management from time to time.

Employees shall make every effort to promote the interests of the Institution by discharging their duties responsibly and by showing courtesy, sincerity, and due attention in all official transactions.

Employee’s Application for Other Employment

a) No employee shall apply for, accept, or signify willingness to accept any other employment or office, whether stipendiary, honorary, or otherwise, without obtaining prior written permission from the Management.

b) No employee, whether on leave or in active service of the Institute, shall undertake any part-time employment or assignment that may influence, conflict with, or embarrass the employee in the discharge of official duties, whether for cash or kind.

However, with prior written permission of the Management, an employee may undertake honorary work of a social or charitable nature, or occasional work of a literary, artistic, or scientific character, provided that such activities do not interfere with the employee’s official duties and responsibilities.

Obligation to Maintain Secrecy

Every employee shall maintain strict confidentiality regarding the affairs of the Institution and its stakeholders and shall not directly or indirectly divulge any information of a confidential nature to members of the public or to other staff of the Institution.

Disclosure of confidential information shall be permitted only when required by judicial or other legal authority or when specifically authorized by the Management.

Absence from Duty Without Prior Permission

No employee shall absent himself or herself from duty without obtaining prior permission from the competent authority.

In cases of unavoidable circumstances, the employee shall intimate the Institute through a message or written communication on the next working day, stating the reasons for absence.

If an employee remains absent continuously for a period of ten (10) working days or more without submitting a leave application or any form of communication, the employee shall be deemed to have deserted the post with effect from the date of such unauthorized absence.

Employees’ Provident Fund Scheme

Employees whose wages are below ₹15,000 per month shall be covered under the Employees’ Provident Fund (EPF) Scheme, in accordance with statutory provisions as applicable from time to time.

Leave Rules

All leave rules, except Casual Leave, shall be applicable only to employees who have completed a minimum of two (2) years of continuous service in the Institute.

Working Conditions
Leaves

1. Casual Leave (CL):
Employees are eligible for twelve (12) Casual Leaves per calendar year. An employee shall not avail more than three (3) Casual Leaves continuously and not more than three (3) Casual Leaves in a month. Any excess leave availed beyond this limit shall be treated as Leave Without Pay.

2. Earned Leave (EL):
Employees are eligible for five (5) Earned Leaves per year.

3. Medical Leave:
Employees are eligible for ten (10) Medical Leaves on half pay, subject to submission of a medical certificate issued by a qualified medical practitioner recommending bed rest or hospitalization.

4. Maternity Leave:
Female employees may be granted Maternity Leave for a maximum period of ninety (90) days without pay, at the discretion of the Management.

5. Study Leave:
Study Leave may be granted for a maximum period of two (2) years at the discretion of the Governing Body. The employee shall execute a bond in favour of the Management to serve the Institute for a minimum period of two (2) years after availing the study leave. Study Leave shall be treated as Leave Without Pay.

6. Compensatory Leave:
If an employee is required to work on holidays at the request of the Management, compensatory leave may be granted on a regular working day without disturbing academic schedules.

However, if holidays are declared as working days due to University or Government mandates, including inspections, no compensatory leave shall be admissible.

Vacation

All teaching faculty shall be eligible for summer and winter vacations as per University norms.

If the services of teaching faculty are utilized during vacation periods, the same may be compensated at the discretion of the Management.

For employees with less than one (1) year of service, proportionate vacation shall be granted.

However, if faculty services are required for completion of syllabus or for the conduct of examinations as per University schedules, no compensation shall be admissible.

Service Promotion

Promotions shall be governed by AICTE norms, subject to satisfactory performance in the Institute and at the discretion of the Management.

The Management reserves the right to revise, modify, or amend these rules from time to time as deemed necessary.
